This is a sign the Army Corps of Engineers is posting around the Bonnet Carre Spillway that outlines the rules for the area. This thing is fine print on a sign that's about 3 1/2 feet tall and about 3 feet wide. It's a good bit bigger than the poster that the military prints the Uniform Code of Military Justice (UCMJ) on, and has much smaller text. The printing on this sign is small enough that it's hard to read when you're standing in front of it (don't try reading it off of the picture- you can't). I read the whole thing, but it looks like they're using the same sign all over the country. What of it I read looks like stuff they posted to prevent lawsuits.
